CIA-UAP-002: report of the Scientific Advisory Panel on Unidentified Flying Objects convened by the CIA's Office of Scientific Intelligence January 14-17, 1953. Chair: H.P. Robertson (Caltech). Members included physicists Luis Alvarez and Samuel Goudsmit, astronomer Thornton Page, and geophysicist Lloyd Berkner. The panel reviewed representative Project Blue Book case files and concluded that the accumulated UAP evidence did not warrant the level of scientific attention it was receiving.

The Robertson Panel is arguably the most consequential single document in the history of US UAP policy. Its recommendations shaped the government's UAP posture for the next fifty years: (1) UAP reports were largely explicable as misidentified natural and man-made phenomena; (2) the flood of reports was itself a national-security concern because it clogged early-warning channels; (3) an active debunking program was needed to reduce public credulity. The document was partially declassified in 1966, but PURSUE Release 03 makes the full underlying panel record available for the first time.

What scientists and analysts generally think
The panel's own conclusions are the prevailing explanation: most UAP reports had conventional explanations at the time of review, and the volume of reports posed an operational problem for air-defense channels. Later analysis has challenged the panel's rigor on specific cases but not its core methodological framework. Modern AARO reviews largely echo the panel's dispositional logic even when the underlying data has changed.
