Internal CIA discussion of the record reportedly considered hypotheses ranging from advanced reconnaissance technology to extraterrestrial origins. No resolution was reached.

The Harare record is one of the earliest CIA-held foreign-airport UAP files to be publicly released. It is notable both for the airport context (commercial airspace with multiple potential ground witnesses) and for the candor of the internal CIA discussion of possible explanations. As CIA's first PURSUE contribution, it also signals a meaningful broadening of the inter-agency declassification pipeline.
