CIA-UAP-003: internal CIA institutional history of the U-2 and OXCART reconnaissance programs, 1954-1974, redacted for public release. The document includes an appendix titled 'The CIA's Role in the UFO Controversy' which asserts that a significant fraction of high-altitude UAP reports from that period corresponded to U-2 and OXCART overflights whose existence was classified at the time.

The U-2 flew at approximately 70,000 feet from 1955; commercial and military aircraft of the period rarely exceeded 40,000 feet, meaning a U-2 was often visible near sunrise or sunset when its polished aluminum skin caught direct sunlight from angles that placed it beyond the visible ground. The A-12 OXCART (1962) and its successor SR-71 (1966) flew even higher (85,000 feet plus) and faster (Mach 3+), producing an even more distinctive optical signature. The CIA's own retrospective concluded that these classified aircraft accounted for a large fraction of USAF Project Blue Book UAP reports from the mid-1950s through the mid-1970s.

It is one of the strongest cases of the government retrospectively identifying its own classified programs as the source of a UAP wave. The methodological reading is: many UAP cases from 1954-1974 had a mundane but classified answer, and both the reports and the denials were operating in good faith given what each side knew at the time.
