The Governance Board is a governance instrument, not an incident. Its establishment shifts the US UAP-oversight architecture from AARO-alone to AARO-under-a-standing-interagency-board. In practice this means that PURSUE releases, congressional briefings, and public communications will now be coordinated across three cabinet-level departments rather than routed exclusively through DoW/AARO.
