FY2025 Consolidated Annual Report on UAP required under 50 U.S.C. section 3373 and successor authorities. Reporting period through May 30, 2025. 319 new cases catalogued. Every case that AARO adjudicated to a resolution in the reporting period was resolved to a conventional explanation (misidentification, sensor artifact, prosaic aerial object). A meaningful fraction remain in the unresolved-pending-additional-data category. Signed and released by AARO Director Jon Kosloski.
Editor's context
This is the third AARO Consolidated Annual Report (following FY2023 in October 2023 and FY2024 in November 2024). It was due to Congress within thirty days of the end of FY2025 (October 31, 2025) but arrived nine months late. The delay itself became a recurring theme in the March 31 Luna letter and the July 21 House Oversight hearing. Substantively, the report continues AARO's pattern of resolving most cases to conventional explanations while retaining a residual category that neither confirms nor denies exotic hypotheses.

AARO's dispositional stance: no case adjudicated in FY2025 required a non-conventional explanation. The residual unresolved fraction is attributed primarily to insufficient sensor coverage or observational data rather than to inherent anomalousness. The report is consistent with the AARO methodology inherited from the Robertson Panel and Blue Book eras, updated for satellite-era observational capability.
