Official description
House Permanent Select Committee on Intelligence, Counterterrorism, Counterintelligence, and Counterproliferation Subcommittee. Chair: Rep. Andre Carson. Sworn witnesses: Ronald S. Moultrie (Under Secretary of Defense for Intelligence and Security), Scott W. Bray (Deputy Director of Naval Intelligence). Bray showed two Navy UAP videos during the hearing: the 2019 West Coast video (DVIDS 843593) and the 2021 flyby (DVIDS 843620).
Editor's context
The first public congressional UAP hearing since the 1966 Blue Book-era hearings. Established the UAP Task Force as the direct predecessor of AARO. Bray and Moultrie's testimony largely reinforced conventional-explanation adjudication with a small residual unresolved category. Bray notably said the government has 'no material' from any UAP encounter, a claim that would be contested by David Grusch under oath at the July 2023 Oversight hearing.
