ODNI-UAP-D001 (filename USPER_Narrative_Senior_USIC): first-person narrative authored by a Senior US Intelligence Community official, describing observed UAP behavior including objects exhibiting close-approach patterns to active US military aircraft. The narrative is approximately 58 KB and runs several pages.

Editor's context

Until this release, ODNI had contributed no primary material to PURSUE despite hosting the National Intelligence Manager for Aviation and the Defense Intelligence Agency's UAP-related products. ODNI-UAP-D001 changes that. The narrative format is unusual: it is neither a sensor record nor a standard intelligence assessment but a named US Person account by a Senior official, which the ODNI typically reserves for the highest-confidence material.
