Retired US Navy Rear Admiral and oceanographer. Former Assistant Secretary of Commerce for Oceans and Atmosphere and acting NOAA Administrator (2017-2019). Sworn witness at the November 13, 2024 House Oversight UAP hearing where he testified about undisclosed high-value UAP sensor data he says was suppressed within the Navy. Member of the UAP Science Advisory Council chartered June 17, 2026.
