Under Secretary of Defense for Intelligence and Security at the time of the May 17, 2022 House Intelligence UAP hearing. Testified alongside Deputy Director of Naval Intelligence Scott Bray. His testimony characterized the UAP Task Force (established November 2021) as the direct organizational predecessor of AARO, which was formally created later that year in July 2022.
